Electronic government (or e-government) refers to the utilization of Information Technology (IT), Information and Communication Technologies (ICTs), and other web-based telecommunication technologies to improve and/or enhance the efficiency and effectiveness of services delivered to the public sector.

E-government promotes and improves contributions made by stakeholders to national and community development, as well as deepens the governance process. Several e-government projects were developed by Profit, as described below:

Tax risk analysis, audit support, and case management systems

State Tax Inspectorate under the Ministry of Finance of the Republic of Lithuania.

In partnership with INTRAFOST, we have implemented ESKORT Compliance Solutions. This system carries out automated risk assessment procedures and provides advanced management tools to perform risk-based case selection for control procedures or further risk monitoring, control activities’ management, and enhance as well as support complex decisions and other risk-related activities.

The payback period of the system was 14-16 months.

Information systems for territorial planning process management

State Territorial Planning and Construction Inspectorate under The Ministry of Environment

These systems enable individuals, companies, and governments to digitally manage entire territorial planning process cycles—from the preparation of territorial planning documents to their final submission, confirmation, registration, and management in the national registry.

31% faster processes, efficiency gains were 14%, ensuring transparency of processes.

Risk Assessment and Control Information System

Social Fund of Lithuania

The system performs automated risk assessment and management. It analyses subsidies and pensions paid by state uses data from a variety of sources, including internal and external databases.

The payback period of the system was 12 months.

National Court Case Management System

Courts of Lithuania

A well-designed court case management system based on OpenText Documentum delivers core functionality that provides meaningful ancillary benefits to courts, including more efficient data entry, more effective data retrieval, better tools, and enhanced bar and public access. Lithuanian courts have more than 32,000 unique users. Additionally, court document volume grows by nearly 1-million per year and repository objects increase by approximately about 25-million per year.

Hospital Information System (HIS)

HIS, an internal hospital information system, helps hospitals optimize their operations and internal processes. HIS stores and manages patients’ medical records, schedules, videos and photos of surgeries as well as other data, which can be quickly accessed and exchanged. Key features and benefits of his:

Advanced Patient Registration System: SERGU .LT

SERGU.LT is a centralized patient e-registry system, which connects dozens of hospitals and enables hospitals to quickly register patients with medical care specialists at participating public and private medical institutions. Key features and benefits of the system:

  • User friendly and efficient: a user quickly and independently find specialists and schedule appointments.
  • Notifications and reminders: the system sends specialists and patients reminders of upcoming visits or other important information.
  • Optimized registration processes: quick digital registration processes gives patients improved access to and detailed information about specialists.
  • Integration with call centers: patients who don’t have internet access can still use the system through call centers.
  • An unlimited number of healthcare institutions in Lithuania can be integrated into the system.

National Medical Images (PACS) Archive MedVAIS

State Enterprise Centre of Registers

The aim of the project is to develop e-service for storage, archiving and exchange of medical images which will be used nationally in Lithuania’s health care institutions, medical professionals and patients.

MedVAIS will connect around 2000 medical institutions; all of these medical institutions generate more than 540 TB of various studies a year (2013 year statistics), i.e. ~1.5 TB per day.

Electronic Vignettes System

Transport Service Provider

Proit has developed and integrated Electronic Vignettes System (EVS), which allows drivers to buy electronic vignettes (e-vignettes) by the Internet. E-vignettes can be purchased online at www.roadtoll.lt. Drivers or companies can create own profiles on the main page of the website. They can order e-vignettes by filling out the order form or using own profile on the website. The portal supports instant e-payment services with many banks, credit cards providers. EVS is an integrated part of the common transport management system, which is managed by the Lithuanian Road Administration.

Significant growth of the points of sale – more than 10 times, the growth of customer satisfaction – 21%.

Fraud and revenue assurance management for telecoms

This system enables functions for fraud prevention, ongoing fraud detection, and overall threat reduction practices. Also, the system tracks actual revenue assurance performance at defined control points against expected performance, report anomalies, and manage resolution. Setup following checks Fraud(F) and revenue assurance(RA) procedures:

  • Collision and Velocity checks: SIMs cloning fraud (F);
  • Blacklist: Checks Blacklist in CDRs (F);
  • Threshold checks: Puts threshold for specific services (F);
  • New Subscribers checks: Checks personal, goods and services information of subscriber (F);
  • Profile checks: Off-profile behavior may be a point to a fraud (F);
  • Detects unauthorized update of customer status checks (RA);
  • Provisioning information checks: Checks illogical or overprovisioning (RA);
  • Usage Assurance checks: mediation devices and prepaid system control(RA);
  • Rating Assurance checks: Identifies rating errors and wrong configuration of rate and price plans (RA).

Churn reduction by 3%, payback period of the system was 18 months.
